SUMMARY:

The Federal University of Southern Bahia was one of the most recent universities created in Brazil, in the virtuous period of creation of higher-level institutions in progressive governments of the workers' party. More than just one more university, this institution dared in its advisor to where it puts itself as an attempt to revolutionize Brazilian education by seeking a popular, multiepistemic and citizen university, from a differentiated academic and administrative architecture, from colleges university students and the use of active methodologies, intertransdisciplinarity and openness to the meeting of knowledge that valued traditional non-scientific knowledge present in the territory of southern Bahia. Logically a bold proposal would face difficulties of realization, and it is from the studies of implementing public policies and other references that I observe the phenomenon object of the present thesis. We hope through the literature and the interview to several actors, collaborate with the expansion of gain-sensitive looks and barriers to the implementation process of the Federal University of Southern Bahia.
