SUMMARY:

According to the Ministry of Health (BRASIL, 2018), exogenous pesticide poisoning means exposure to an agrochemical, causing a harmful effect, which manifests itself from mild to severe, characterizing an outbreak when it happens in a way that affects more than a person, whose external toxic agent causes harm to the health or life of an individual or a third party. From the occurrence of the outbreak to its outcome, the documental production generated, trails paths through health institutions, when they start analyzing these artifacts, ranging from planning to communication to those interested in the actions developed, accompanying and monitoring the actions, defining and following up to the administrative processes whose effects and implications of this information within the public administration may in the future interfere in the lives of the subjects to which they refer. This study aims to understand how the institutional documents produced and mobilized in the investigation process from an outbreak of exogenous pesticide intoxication “act” in the sense of establishing relationships between different actors in the sociotechnical health network of the Microregion of Porto Seguro/Ba. To do so, I will use Bruno Latour's Actor-Network Theory (ANT), which deals with "the actor in a network", understood as the one who acts and who is, at the same time, the target of the action of others (human or not). The expression black box, for Latour (2000), is used in cybernetics whenever a machine or a set of commands proves to be too complex [...] or academic for its implementation, the only thing that counts is what you put into it and what you take out of it. The analyzed data will be the documents produced during the investigation carried out by the health system network activated after the outbreak and the information collected in interviews with the health professionals involved in this process. I will thus seek to understand the functioning of an uninterrupted sociotechnical network with the capacity to transform and its connections based on the administrative competences of the institutions involved.
