THE DYNAMICS OF LAND COVERAGE AND USE AND ITS LEGAL ASPECTS IN THE MUNICIPALITY OF ILHÉUS - BAHIA - BRAZIL

This research analyzes the dynamics of land cover and use, in the Municipality of Ilhéus, in a geographical and multitemporal approach, from 1964 to 2023. The Municipality of Ilhéus is located in the South of Bahia, and is internationally recognized for its natural beauty, due to the economy focused on cocoa farming and tourist activity. The implementation of real estate projects and major engineering works, such as the East-West railway and the Porto Sul intermodal system, drive the city's growth and put pressure on natural resources. For this work, data and information from the historical series of the Mapbiomas project were used as a basis, including aerial photographs from the Executive Committee of the Cacau Farming Plan (CEPLAC) and geoprocessing on LANDSAT satellite images, in versions 5, 7 and 8, from the SENTINEL 2-B satellite, and CBERS - 4, integrated and processed in a Geographic Information System environment using QGIS and ArcGis PRO Software. Supervised classification allowed multitemporal analysis of the study area, through geoprocessing techniques and field activities. Understanding the use and coverage of land in Ilhéus allowed us to understand the patterns of spatial organization, after the witches' broom crisis, with the expansion of the city, although with a decrease in population, census by census. The municipality's legal-urbanistic-environmental framework, despite being consistent, needs greater and better implementation.
