SUMMARY:

This work aims to identify the risks and analyze the challenges faced by directors of polyclinics in the state of Bahia, in the face of evidence-based decision making, in addition to the proposal to discuss the conceptual problem of Evidence-Based Public Policies (PPBEs). The application of a questionnaire already validated in Portuguese adapted for Google Forms will be proposed, and will be sent to the 23 directors of regional health polyclinics who accept, through the acceptance form, (Free and Informed Consent Form - ICF) to answer it ; Directors who have been in office for less than 6 months will be excluded. The questionnaires must be administered between the months of November and December 2024. An average duration of 20 to 30 minutes is estimated for a director to respond to the questionnaire. The study will be a sectional, exploratory/descriptive research that will use qualitative and quantitative analysis. The results will be evaluated following Bardin's analysis technique and the cycle of understanding, selection, identification and monitoring of an evidence-based problem, being expected: the demonstration of the main barriers faced by the General Director (DG) of polyclinics, in the state of Bahia, in decision-making based on evidence and the possibility of reducing organizational barriers, by presenting tools to improve management planning, reducing personal barriers, improving the qualification and training of the DG, mitigating difficulties in working with evidence scientific. With the implementation of NEv/SESBA, which could encourage evidence-based research, promoting the culture of evaluating public policies with a view to responding to the demands of the SUS, in addition to promoting systematic studies of evidence in the development of health policies, with in order to support managers’ decision-making. Thus, the suggestion is made to reinforce support for polyclinic directors through technical training courses that involve political and scientific efforts and that meet the community's health priorities.
