ABSTRACT: Historically, dental care had little presence in public health policies, the access by Brazilians to oral health services has been difficult and limited. A part of the population was excluded and dependent on merely curative and mutilating services. This resulted in low service coverage and low resolution care (31). With the intention of changing this situation, in March 2004 the Ministry of Health launched the National Policy on Oral Health (PNSB), the Brasil Sorridente Program (29), which consisted of a series of measures that aimed to guarantee the actions for the promotion, prevention and recovery of oral health. More recently, the enactment of Law 14.572 of May 2023, which instituted the National Oral Health Policy (44), raising oral health to the status of State Policy, established a list of guidelines that must be observed, determining that oral health services become part of SUS health policies, with the aim of expanding the dental care network through its integration with the Family Health Strategy, seeking to reach different contexts and communities. Traditional communities and peoples in Brazil have historically faced neglect by the State in contexts of vulnerability, they are severely impacted by the environmental destruction of their territory. With the aim of changing this perception and seeking recognition, appreciation and respect for the socio-environmental and cultural diversity of these peoples, the decree was published establishing the National Policy for the Sustainable Development of Traditional Peoples and Communities, the PNPCT (48). The Extractive Reserves and their communities are conservation units for sustainable use, which aim to harmonize the exploitation of renewable natural resources, the sociocultural well-being of local communities and the conservation of biodiversity. The Cassurubá Resex, context of this master's work, is formed by more than 100 thousand hectares of mangroves, between the municipalities of Caravelas, Nova Viçosa and Alcobaça, in the region called Extreme South of Bahia. This region is the nursery of endemic and rare species of the Abrolhos archipelago and has 25 communities with about 400 riverside families, who do not have access to clean water, electricity or land transport. Considering the reality of local communities, the planning process is a necessity, where a methodological line is built with a view to formulating and implementing the Action Plan, subordinating the method to the objectives and contexts of the situation. The self-assessment of health conditions is a tool used in population surveys, being easy to apply and highly reliable. This work proposes to elaborate a process of Participatory Planning in Oral Health of the communities that integrate the Cassurubá Resex, belonging the Coast of the Whales. Draw a profile of dental and oral health needs with the families of the Resex communities, evaluate the perception of community members about oral health and build a local action plan with the community and municipal management, with reference to the situational diagnosis of the communities.
