RESUMO:

Basic Sanitation Municipal Plans (PMSB) allow municipalities to plan
actions, works and services aimed at the universalization of sanitation, according to the principles
and guidelines established by Law No. 11,445 / 2007 and Decree No. 7,217 / 2010. This research aims
to analyze the conditions of sanitation in the city of Porto Seguro - BA through the data collected in
the elaboration of the PMSB, to evaluate the proposals raised, besides to identify the public health
problems related to the conditions found. The methodology used to achieve the objectives was an
observational study, using primary and secondary data. This study aims to evaluate if there is an
association between the sanitation conditions and the occurrences of health problems in the
municipality of Porto Seguro registered in the Notification of Injury Information System (SINAN). It
was decided to investigate the proposals of the PMSB for the planning of basic sanitation actions in
the municipality in the short (2017), medium (2020) and long term (2036). If inadequate sanitation
conditions and possible occurrences of health problems are confirmed, there is a need to adopt more
comprehensive public health policies to complement the basic sanitation infrastructure in the
municipality. A comparative analysis of the coverage of sanitation services and the epidemiological
indices between the municipality of Porto Seguro and the municipality of Balneário Camboriú, a
coastal city considered developed, has a strong tourist activity and broad access to basic sanitation
services. The effective implementation of the actions defined by the PMSB in the search for universal
access to sanitation actions presupposes the overcoming of a series of social, political and
management obstacles, as well as guaranteeing the protection of the environment and the promotion
of public health.
