Even after the enactment of the National Waste Policy (PNRS), given by Law Nº. 12,305 of August 2, 2010, many municipalities face difficulties in complying with it, in order to perpetuate the impacts caused by the redundant and insufficient management of urban solid waste (MSW). These difficulties stem from technical, financial, managerial and political issues, but which can be overcome by forming an intermunicipal consortium. The objective of the research was the elaboration of an intermunicipal arrangement system and management guidelines to support the implementation of a public consortium between the eight municipalities of the Identity Territory of Costa do Descobrimento, aiming at integrated, participatory and sustainable management of the MSW. The evaluation of the environmental quality of the final disposal sites was carried out using the IQR-CETESB method, the gravimetric characterization of the residues using the quarting technique given by ABNT 10.007/2004, definition of the per capita generation of waste, the estimation of population projection horizon of 20 years through the use of different mathematical models, and the spatial analysis of the territory to prioritize the criteria for the definition of the arrangements and their managerial flow. The surveys showed that all the municipalities in the studied region do not have initiatives on minimizing the generation, recycling or treatment of urban waste (RU), being carried out only the collection and removal of urbanized areas. Of the total number of municipalities, only two started final disposal at the Landfill in early 2021, with the others with irregular disposal in open dumps. Thus, the results of the characterization of the waste generated in the municipalities and the identification of the problems to be overcome, added to the analysis of the regional characteristics, led to the proposal of the best feasible consortium arrangement of the involved municipalities.
