SUMMARY:

Tourism is a complex social phenomenon that affects several fields of study, becoming an economic activity with unprecedented exponential growth potential. According to the Ministry of Tourism (2021), Brazil went from just over 250 thousand international tourists in 1970 to more than 6 million in 2019. At the same time that this market segment evolves, it also appropriates the local reality, thus creating a development logic of its own, which can generate both positive and negative impacts on the community in which it operates. Faced with this complex reality, research must be carried out to better understand and organize this economic activity with socio-environmental impacts, which raises the need for a multidisciplinary study. In this way, the object of study of this research is tourism in the city of Porto Seguro (State of Bahia), the main city within the tourist zone of the “Costa do Descobrimento”located in the extreme south of the territory of Bahia. The city of Porto Seguro does not have a Municipal Environmental Planning for Tourism, which indicates a weakness in the planning, articulation and implementation of public policies for the activity. For this reason, the objective of this work is to propose the model of Municipal Environmental Planning for Tourism (PLAMTUR), which includes planning aimed at socio-environmental development and participatory management. PLAMTUR will be presented to municipal public management as a short, medium and long-term decision-making tool, taking sustainability and social inclusion for the local community as its roots. Thus, it is intended to: Demonstrate the importance of having a tourism environmental planning as a decision-making process in the management of tourism in Porto Seguro; Characterize public tourism policies in Brazil and Bahia; And, describe the importance of developing tourism in the face of environmental issues, as well as the need to include the community in decision-making processes. Based on bibliographic reviews and data collection, we seek to identify, classify and suggest mitigation measures for tourism environmental impacts.
