SUMMARY:

Recovering native vegetation in the Atlantic Forest is an urgent demand to prevent the loss of biodiversity, as well as to reverse the scarcity of water resources in the biome. Government commitments to this issue are expressed in national policies, which approach State objectives for the biodiversity and climate. Despite the mobilization of sectors of society and government, goals agreed in multilateral agreements for the recovery of native vegetation in Brazil are far from being met, at the current pace of actions. The joint action of actors from
the environmental and the agricultural sectors proves to be an indispensable measure to change this situation, since productive systems in private areas are the matrix of the landscape in the biome. In order to identify mechanisms for the joint action of these actors, in this study we explored an approach of policy integration in line with horizontal governance. We also explored instruments that help in integrated territorial management, for multiple results in the biodiversity and climate agendas. The aim was to provide sectoral actors with a diagnosis and a model for integrating policies in the interface between agriculture, biodiversity and climate, and to provide a simplified methodological proposal for the management of water and biodiversity environmental services in the biome, based on third-order watersheds. By prospecting national policies on the federal government's public platform using descriptors, we created a normative database. The policies were classified according to the following classes of instruments that enable the integration of measures to mitigate and adapt to climate change in developing countries: “Policies, Laws or Regulations”, “Strategy or Plan”, “Financing, costing, allocation of resources”, or “Institutions and stakeholders with decision-making power”. For the analysis of policy integration, we selected two policies classified as “Strategies and Plans”: the National Strategic Plan for Protected Areas – NSPA (Decree No 5.758, April 13, 2006), the Federal Development Strategy for Brazil from 2020 to 2031 - FDS (Decree No 10.531, October 26, 2020) and we evaluate them jointly with the Sectorial Plan for Adaptation to Climate Change and Low Carbon Emissions in Agriculture 2020-2030 - ABC+ (Ordinance MAPA No 471, August 10, 2022). The three policies analyzed show a high degree of integration in terms of object, theory and concepts, formal and informal actors and general criteria. On the other hand, the deficiency of integration in policy instruments, and to a lesser extent in procedures and institutional structure, is notorious. We note that the “Governance Decree” - Decree No. 9,203, November, 22, 2017 - brought relevant contributions in terms of horizontal structures and procedures for intersectoral integration at the federal level. Improving the integration of ABC+ and NSPA can lead to the synergy of governance structure of these norms, as well as to results of high public value, such as the expansion of conservationist agricultural practices in the national territory, with benefits for the recovery of native vegetation, and the integration of protected areas to wider landscapes. The FDS strengthens the legal framework for integrating these policies.
