RESUMO:

The creation of the PNSIPN, wich deals with a public policy of social inclusion, wich is concerned with recognizing racism, institutional racism and racial inequalities, as determinants of health, does not yet guarantee equality of opportunity and conditions of access and adequate population in the peripheries, so that this area still lacks attention and visibility. The Castelinho neighborhood, located in the peripheral zone of the municipality of Teixeira de Freitas, in the State of Bahia, is inserted in this context regarding accessibility to basic health care for the black population. This observed reality became a restlessness. So, the theme racism and health of the black population have been included in the processes of formation and permanent education of health workers and in the exercise of care they develop in Basic Health Units in the municipality of Teixeira de Freitas / BA? These issues have become a research topic. Thus, in the face of these provocations, this research aims to investigate how racism and institutional racism determine the (over) experiences of the black female population in the periphery, in order to identify how racism and institutional racism can make accessibility unfeasible and experiences of the black female population in the periphery, which uses the Basic Health Unit in the Castelinho neighborhood. The methodological discursive course of this research is contributed in an ethnographic study with (six) black self-named women, residing in the Castelinho Neighborhood and using public health care. And as a guiding thread for the question, find out what they think, what they say and what they do black women, who use the public health system of the Basic Health Unit of the neighborhood Castelinho to solve health issues in the absence of care. As a theoretical contribution will be used diverse field conceptions that discuss health of the female black population, gender, race, popular health, public health, periphery. The result of the research will be used for the edition of a video documentary, entitled: "About (experiences) of black women in the periphery: our daily health", with the intention of producing information, data, knowledge about the possible problems of this in order to identify the main demands on the local health service, the actions and services needed by the community.
