RESUMO:

The study aims to reflect on the teaching of ethnic-racial relations in Early Childhood Education, knowing the internal factors of educational action that limit or make possible the process of implementing laws 10.639 / 03 and 11.645 / 08 in practice, with a view to elaborating a theoretical / practical guide containing guidelines that support and / or strengthen the effectiveness of these laws and their guidelines in educational institutions, with the purpose of increasing an emancipatory educational action and promoting racial equality. Considering the complexity of the objectives outlined for the proposed study, we opted for the qualitative research of the ethnographic type and for the use of other varied methodological procedures, such as observation of the school physical spaces, resources and didactic-pedagogical materials, documentary analysis (semi-structured questionnaires), and participant observation of teaching situations (development of classes, various events and other routine activities). The chosen observation sites were a Municipal Center of Child Education, belonging to the public school of Teixeira de Freitas - Bahia, and a Municipal School of Early Childhood Education, which is part of the municipal education network in the city of São Paulo. The choice of Early Childhood Education as a field of research was given as this is the first stage of Basic Education, where the identity is in the process of formation and in it values can be incorporated in a perspective of valorization of racial diversity and strengthening of ethnic identity. Based on the critical and comparative analysis of the realities investigated, the purpose of the research is to elaborate a theoretical-practical guide based on real situations of the daily life of different institutions, that point out ways and routes to put into practice and make real what is foreseen in the laws and educational guidelines, collaborating for its effectiveness in practice
