RESUMO:

Outlaw: a foray into Law Nº 10.639/03, in three public management experiences in the Discovery Coast Identity Territory”, it is an analytical research about the scope, in terms of actions, strategies and productions resulting from Law Nº 10.639/03 and consequently the National Plan for the Implementation of the Racial Equality Statute and for Teaching Afro-Brazilian and African History and Culture. This research is divided into four sections: in the first one we conjecture the movements that preceded Law Nº 10.639/03 and for the Teaching of Afro-Brazilian and African History and Culture and expectations around its implementation. In the second section, will approach the local clippings, considering three experiences in public management where we intend to analyze the work developed in view of the need to comply with the provisions of Law Nº 10.639/03. In the third section, by analyzing a field research with teachers and students of elementary class II, we will confront the issues addressed with the framework presented by local government, In this way, it will be possible to better understand these structures and to attest to their efficiency and effectiveness that legitimize the unfolding of these politics in the fight against racism and prejudice at the local level. In the fourth and last section we will present the conclusion about the hypothesis raised: the absence of strategies and actions organized by the municipalities to comply with Law Nº. 10.639/03 that refer to the need for the development of local strategic plans for the implementation of anti-racist, decolonizing and decolonial practices.
