SUMMARY:

A research project on the public squares of Teixeira de Freitas-BA is presented here. Public squares are intrinsic to the daily organization of cities, as are streets, houses and blocks. Meeting place, shelter, comfort and leisure, therefore, the importance attributed to the squares should for the collective well-being, not be just a simple subspace of the city, be a dynamic territory that stars in the spectacle of public, social and cultural life. policy. The city on canvas has a total of 63 squares, most of which are in a state of complete abandonment by the municipal government. However, even where negligence has become habitual and everyday, popular movements for reparation can be observed. In some neighborhoods, the surrounding population came together to build and maintain the square, assuming its governance and redefining its use and sharing. With that in mind, based on the theoretical perspective of the common as, among other aspects, a political principle that criticizes the failures of public management, such as interference, the imposition of techniques that do not match the needs of community use, in addition to the lack of dialogue with the social actors involved, understands that it is necessary to report experiences of communal governance that appropriate these urban spaces, making them truly common. For this, it is intended to examine, through semi-structured interviews with local populations, the dynamics of three municipal public squares that have this governance, with another three in a state of complete abandonment, and, based on the comparison, verify the factors and conditions that contributed positively or negatively to the phenomenon of collective action. After georeferencing all the public squares in the city's urban perimeter, we will apply a questionnaire with a defined sample for the total population of 164,290 inhabitants, in order to identify the factors that increase or decrease the power of collective action. With the findings of the research, it is intended to provide consistent inputs that contribute to thinking about how communal governance is implemented in the municipality, pointing out the positive and negative externalities of municipal power as a facilitator of the right to the city, which intermediated by the use of the technique (construction and maintenance) of public spaces can determine their access, occupation, social inclusion and the development of the common.
