SUMMARY:

It´s not clear the origin of Gipsy people for sure, neither are known the demographic oficial data regarding the group, and the invisibility of the wind children has removed  the ethnicity from the priority public of SUS’s policies and programs. Therefore, although its doctrinal principles aim to guarantee access and health care without any form of prejudice and/or discrimination, the SUS still remains fragile in relation to actions focusing on Roma community. These weaknesses embrace all levels of complexity of the system that, in Primary Health Care, encompass from a process of territorialization that does not incorporate in the map, the ranches, communities or gypsy camps; that no recognize the determining and conditioning factors of the health-disease causal interrelationships of Roma peoples; which excludes Roma ethnic-racial identity from its records; to the lack of preparation of managers and workers to offer the group a model of care that reflects the fulfillment of Primary Health Care attributes. In this way, this research aims to develop and validate the extensive version PCATool-Brasil - VPACigana, based on the adaptation of the PCATool-Brasil adult version, considering that, although this is the instrument adopted by the Ministry of Health to assess the effectiveness of the Primary Health Care, it is not known whether it assists Roma ethnic specificities. This is a relational research that aims at the adaptation and validation of an instrument, therefore, which will incorporate techniques to evaluating psychometric properties to be developed in five stages: Stage of translation and back-translation of the dimension “cultural competence”, Stage of Instrument adaptation, Stage of content validation, Stage of construct validation (or factorial), and Stage of reliability evaluation. The research will also cover a descriptive study, as it will proceed with the evaluation of the quality of primary care in the context of the Roma community, through the use of PCATool-Brasil -VPACigana. It’ s expected, that this research will be able to minimize gypsyphobia; to provide greater access and better attention to the children of the wind in Brazilian public health services, especially in those that make up their preferred gateway; and to encourage greater participation of Roma peoples in collectives in defense of equity, health and life.
