SUMMARY:

The scenario of educational reformism, materialized in the High School Reform, in the National Common Curriculum Base and its developments, has led to regulations aligning Youth and Adult Education (EJA), already widely discussed as a modality with its own identity, with the ongoing reforms. At the national level, Resolution 01/2021 established Operational Guidelines for EJA in aspects related to the NCCB, to EJA developed through Distance Education (DE), to EJA with an emphasis on Education and Lifelong Learning, to the flexibilization of supply, among others, which culminated in the restructuring of EJA policy in the state of Bahia. Considering this context, the central objective of this thesis is to analyze the EJA policy, at national and state level, based on the guiding documents of the ongoing reforms, with attention to the treatment given to the modality and the changes resulting from the alignment promoted by Resolution 01/2021. The analysis carried out shows that the current reform scenario, under the rhetoric of flexibility as a way of increasing access and permanence in the EJA, has opened up new loopholes to cheapen the modality, intensifying a movement of de-schooling and disqualification of schools for the working class, above all, with regard to the types of courses available in face-to-face EJA, the possibility of offering up to 80% of the courses at an online modality, in the stages corresponding to high school, and the reduction of the paradigm of Lifelong Learning and Education to a strict form of EJA provision. In Bahia's state education, the regulations aligned with the ongoing reform continue to reaffirm the EJA from the perspective of popular and lifelong education, contrary to the new Operational Guidelines. The results point to the need for permanent active resistance (SAVIANI, 2016), already undertaken by movements such as the EJA Forums in Brazil, which must be strengthened in the spaces and times of the EJA in schools and outside them, in order to (re)build an EJA policy with its individuals and from the perspective of popular education.
