RESUMO:

This research proposal deals with the physical spaces of public establishments of Early Childhood Education and, specifically, will seek to investigate whether the Early Childhood Education institutions in the city of Itamaraju, BA meet the norms for regulation and authorization of this type of educational space at the national and local level, and if there is respect to the peculiarities, specificities and needs of children from zero to six years old, in their physical, cognitive, emotional and social development. The project is part of the Society, Culture and Environment Research Line of the Graduate Program in State and Society at the Federal University of Southern Bahia and will be developed in two stages: Document stage and Field stage. In the documental stage, decrees, opinions, Political Pedagogical Projects of the institutions and minutes of final results will be analyzed. In the field stage, 56 subjects will participate in the study, being 48 from seven Early Childhood Education institutions and nine elementary schools that serve pre-school children (16 educational establishments in the urban area, in total) and 8 agents from public agencies, from social control and the city council. The 48 participants (16 directors and 32 teachers) from the School Units will answer a questionnaire with closed questions. With the eight public agents (2 representatives from the education department, 2 representatives from the works secretary, 2 representatives from the municipal council of education and 2 representatives from the city council)
interviews will be conducted based on a structured script. Still in the field stage, visits will be made to institutions to carry out photographic records and inspection of spaces according to a inspection guide. Finally, all participants will be invited to a roundtable conversation, with the purpose of broadening and deepening the discussion on the topic and mobilizing and proposing actions aimed at building local laws and regulations that contribute to improving the situation of physical spaces surveyed. The questionnaires applied will be analyzed using descriptive and inferential statistics, the latter to verify if there are significant differences between the responses of the principals and teachers and the significance level of 5% will be considered. The interviews and documents collected, as well as the contents registered in the conversation wheel will be analyzed using Bardin's content analysis. As a result of this investigation, it is expected to promote local public policies that promote the quality of spaces for early childhood education, respecting the specificities and needs of its users, and contributing to its integral development.
